Here is the utility I use for converting videos to Flash video format for use on this site:
It’s a command-line utility, but it’s pretty simple all the same. Just drop the two files in your home directory. It comes with a copy of FFMpeg compiled for Windows, as well as a handy batchfile to make things simple.
To use it, just put a video file in your home directory, and at the command prompt, type flv video.wmv video.flv
and it will convert the video into a 320×240 flash video for use on the internet. It works with MOV, WMV, AVI, MP4 formats, and probably everything else as well. Slightly more detailed instructions are contained inside the zip file.
